The preface to the bibliography provides background information about the British Commonwealth Collection:
"This list of books has been compiled as one of Clarion State College's obligations as the depository of a collection of materials relating to the British Isles and Commonwealth, a part of the World Cultures Program instituted by the Board of Presidents of the Pennsylvania State College. It is to be hoped that this booklist will prove of use in making this collection available through inter-library loan to our sister colleges, the public schools and public libraries of the Commonwealth of Pennsylvania as well as being useful to the students of Clarion State College in pursuit of studies on the British Isles and Commonwealth."
