That correspondence is a hand-written letter from an unknown author (cannot make out the signature line,) postmarked 1946-04-03. Neiman's address listed as Anderson Creek, Big Sur, California. Return address listed as 320 Hawthorne, Monterey. The letter is from an artist thanking Neiman for something that he wrote about his/her paintings.
